Legal Formalities

A Russian  adoption is characterized by a very large number of legal formalities and paperwork. Even though the adoption agency will do this for you, you should be aware of what to expect. The government of Russia expects post adoption reports as well, detailing the living conditions of the child. These reports are gathered periodically upto 3 years after adoption.

To start off with, Russian adoptions are covered under Articles 124 and 165 of the Family Code of Russia, among others. There are several regions in Russia, each of which might have slightly different regulations from the other. The adoptive parents need to make at least two trips to Russia to comply with all the legal formalities including meeting with the child personally in the absence of their guardians.

Another factor that you need to know is that the Russian adoption process places great importance on the health of the adoptive parents, requiring numerous doctors to sign off on health reports. The checkups are usually done in Russia itself, though depending on the exact region, this can vary.

Another important procedural factor is that all adopted children are required to be registered with a local Russian consular office within three days of arrival.

Only recently, there was a problem with the registration licenses of all Russian adoption agencies expiring. This has now been corrected and adoptions are back on track.
